TOPIC: Update rule #6

Update rule #6 12 years 6 months ago #2970

Can we upgrade the current Rule #6 regarding cities, to prevent other players from placing their companies' HQ in the middle of a city operated by other player? This guy here placed his green HQ in the middle of town just to prevent the expansion of the city and harm my passenger services.
