TOPIC: Xukonuzin blocks and steals

Xukonuzin started blocking me and steals goods. That's no allowed, but he even does it without any reason, because the city doesn't accept goods (so he doesn't make profit from stealing) and I'm not competing on the farms which he tries to block.
